In early 2023, SPI completed an in-depth analysis of Norway’s incentive scheme for film and series production.

This broad socio-economic assessment considered the impact of the incentive to date and models the effect of a change in the incentive level and design. This study included an Economic Impact Analysis and a Cost-Benefit Analysis, as well as a wide assessment of the incentive’s industry, workforce and cultural impact.
